bufr problem

Hello,
I've no experience on bufr data ...: can anyone help me to read the
attached  bufr (or best to make the bufr readable from grads)
I've tried with bufrscan with no success (core dumped)

This bufr comes from ECMWF: it should contain time series data (on fixed
points) from eps system
Help ... really appreciated!
