lats4d and 1dim grib files

Dear All,

I need to transform a binary file into a grib one.
The problem is that the data is only 1 grid point at 1 level,
i.e., the ctl looks like:

xdef 1 levels 0
ydef 1 levels -90
zdef 1 levels 1000
tdef 365 linear 1jan1982 1dy

I am trying to use lats4d for this job, but the it gives an error:

[...]
lats4d: latitudinal  range: -90 -90
lats4d: longitudinal range: 0 0
GrADS-LATS Error:  the grid must be lon/lat
[...]

I read the script lats4d.gs and it says LATS can handle
one dimensional data.

Is there a new version which handles 1-dim data?
Is there any other way of converting a binary to grib without lats4d ?
