Where i can find and download wgrib v1.8.0.12 ?

The source code for the most recent version of wgrib is available from:

http://www.cpc.ncep.noaa.gov/products/wesley/wgrib.html

You need a C compiler to build wgrib.

You should also pick up the latest version of grib2ctl from:

http://www.cpc.ncep.noaa.gov/products/wesley/grib2ctl.html

grib2ctl does not directly use grads, so you shouldn't have to upgrade
grads in order to use grib2ctl. What's important is that you have a
recent version of wgrib.

I wander does anyone know where i can find and download the wgrib v1.8.0.12

Furthermore in order to use grib2ctl do i have to install grads 1.9? I have
grads-1.8sl11 and how exactly i do that?
