How i can read GRIB files version 108 from ecmwf ?

Dear list

I have a problem and i cannot read the grib format. The grib
format i am trying to read is grib version 108 and i downloaded from ecmwf.
Does anyone knows how i can
read data with grib format version 108?

This is what the code gives me when i run the executable file ./gribscan
Enter name of GRIB file:  gribscan  -og -h81 -d output.grib
File is not GRIB version 0 or 1, 0 or 1 is required.
 Version number is 108
GRIB format error
