Ronny,

    No.  The output formats are similar but wgrib2 defaults to a WE:SN
ordering for the grid points.  However,
the "-order" option can be used to get WE:NS ordering if you like.

         -order (raw|we:sn|we:ns)

Avoid using "-order raw" unless you understand the new GRIB2 scanning modes.

For reference, wgrib wrote the grid points in the order that they were
encoded.  Usually WE:SN
or WE:NS.
