Gridded ASCII data to GrADS

Hello,

I am testing now a simple code prepared to convert
CRU 30-y ASCII data to GrADS compatible ones.
As far as I know I do it exactly according to the
instructions. Everything works fine except for the
final result which is bad.
I've attached everything I could. Please let me know
what is wrong in my code or ctl file.
