Do you want to contour all the states? because if you do, you can use:

set mpdset hires
set mpt 2 1
where the 2 is for state boundaries
and 1 is the color, which you can change

Then you can just open the control file for the basin contours and
display them.

Also, I am wondering what type of basin you are contouring?  Is it a
hydrologic basin?
