Regrid in windows XP

Hi,

I have downloaded all what needed to proceed to installation of Regrid2.
(with >ftp://grads.iges.org/grads/sprite/udf/readme.regrid2
      >ftp://grads.iges.org/grads/sprite/udf/regrid2.tar.gz)

I installed and unzipped all the files like it was directed.

But when it comes to read the instructions:

Such as Installation steps:



3) tar -xvf regrid2.tar

makes the directory /home/myhome/grads/udf and

/home/myhome/grads/udf/regrid2

OR

4) cd udf

go the the directory which contains the file udft.regrid2. This

is the file GrADS looks to when locating the user-defined

function executable.


I am lost.
I have never used  those commands "cd" and "tar".
Can anyone help me how do it with windows XP?
I tried to do that with MS Dos (the command prompt), but I do not really
know how to begin with.

Can anyone help me, I would really appreciate it,
