sdfopen error in linux

I can't help thinking it's an installation or set up problem in my Linux.
  I've tried other servers like monsoon.org and the same thing happens.

  I tried installing 1.9b4, but it was missing files when I used the tar -xvf method.
  Does anyone know of a .deb installation file for 1.9b4?

Perhaps it was a transitory problem at the server (nomad3.ncep.noaa.gov).
Or perhaps it's one of those infamous OPeNDAP cache problems....
