Lats4d: grib related issues

Two issues here:

1) No need to use grib2ctl;  the option "-format grads_grib" should generate
a .ctl for you as well.

2) The creation of NCEP or ECMWF compliant grib files require that you
specify a proper LATS parameter table.  The default is to create something
on the fly which does not conform to NCEP or any other center conventions.
For details on the creation of this table, consult the LAT S documentation
at PCMDI: http://www-pcmdi.llnl.gov/software/lats/. Only use the
automatically generated table is NCEP compatibility is not a requirement,
say, to use lats4d as a quick lossy compression utility.
