adding regional boundary to grads

Hi Enrico.

We have done this many times.

Attached is the C program that ingests an e00 vector file (ESRI Archive
format) and outputs a binary vector file (we use DAT as an extension to
identify it in directories) that will mark the regional boundaries for GRADS
to ingest with a Unique ID for use with the set mpdset then set mpt
commands.
I am also including an instruction file in text forecast to tell you how to
do it.  If you have the regional boundaries in shape file format, you will
have to convert this format to Arcgis archive format (E00 format) then the C
program will read this format and produce the required DAT file.  Place the
DAT file in the dat sub-directory (same location as the hires file) and then
follow the instructions as to how to use it in GrADS using "mpdset" and
"mpt" commands to control the drawing of the regional boundaries.
