interpreting time from netcdf files (EPSLIB)

Dear Grads users:
I'm trying to load netcdf files into gradsnc but there is some misleading in
interpreting the time. I'm loading the TAO/PIRATA data into the GRADS
1.8SL10 version. At the data website there were some instructions about the
need of using a library called EPSLIB. Is this library already on gradsnc or
do I have to install it? Any of you already had this kind of problem?
