What is "no2Tsfc(surface 2 metre temperature)" mean?

Hello every body,
  I use ERA-40 draw time serial of area mean temperature. I wonder weather the "surface" means height above sea level.
  If it is height above sea level, How to do area mean? Can AAVE function works? ( terrain of my concerned area is complex, it contains high montain, desert, basin, river,ice covered ground and so on. the variation of height is large too)
