about hdf/libnc-dap private netcdf.h

Hi all,

I have tested all the possibilities and everything works. Indeed all the
functions used from the netcdf 3 interface return an int. So they are
implicitely declared when they are not declared in netcdf.h, for example
when the hdf netcdf.h file is used. In the end the solution I choosed in
the autoconf macros is to detect a netcdf.h file but don't break if the
netcdf 3 interface isn't found, as it works without the declarations.
