Line continuation

This doesn't answer your question but it is a solution.  The two code
segments below give the same output.  In the first both colors are
drawn with one command.  In the second, all the zeros are colored red
and then all the ones are colored blue but the end result is the same
as the first.

    set fgvals 0 2 1 4
    d variable

    set fgvals 0 2
    d variable
    set fgvals 1 4
    d variable

So in your case you could break up the fgvals into smaller groupings
and do the plotting enough times to cover all your values.

    set fgvals 15 16 29 16
    d variable
    set fgvals 43 17 57 17
    d variable
    set fgvals 71 18 85 18
    d variable
    ...
