decoding synoptic data

Hi:
  I've downloaded some synoptic data from
http://www.atmos.albany.edu/weather/data1/surface/syn/
these are in "wmo" format(e.g., 05040100_syn.wmo)
does anyone have a program (C, Fortran or matlab) to decode this data?
